Specific time Refresher

A program that refreshes a webpage at a specific time. Many auto-refresh programs refresh web pages at specific “intervals”. However, this program refreshes at a specific “time” rather than a specific “interval”. This is useful in a number of ways. For example, on a ticketing site, you might want the webpage to refresh at the exact time you need to press the ticketing button. It's also useful for university enrollment sites.
